Stafford loan promise note question

I accepted the subsidized student loan on August 1rst, and payment to my school was due Aug 5th. It does say I owe nothing, but the Financial aid lady said I had to fill out some couciling thing and a promise note? I t looks like it take a bit of time to do and I will not have any time to do this till about Aug 15th. Will this be an issue?
